restrictions; the other to be maintained by congress outside and In- dependently of that
Instrument."
The Republic is the Representative Govern- ment of the Sovereign People of this great nation. We
presently have De Jure Gover- nors and Grand Juries in forty-nine of our fifty states, with State
Representatives and Senators in all of these states. We are currently filling County Grand Juries
throughout our nation.

it has simply been dormant since 1871. It is still intact to this day. This fact was made clear by Supreme Court Justice Marshall Harlan (Downes v. Bidwell, 182, U.S. 244 1901) by giving the following dissenting opinion: "Two national
governments exist; one to be main- tained under the Constitution, with all its restrictions; the other to be maintained by Congress outside and Independently of that Instrument."
The Restore America Plan reclaimed the De Jure institutions of government of the 50 State Republics
in order to restore Common Law that represents the voice of the people and ends Corporate Law that
ignores the voice of the people while operating un- der Maritime/Admiralty/International Law. This
oc- curred when warrants were delivered to all 50 Gov- ernors on March 30, 2010.
Deals made with criminal acts only apply to interna-
tional contracts. Under this law, the people are no longer sovereign. The Uniform Commercial Code
(UCC) that the United States practices is based on Admiralty Law. Under the UCC, contracts do not
have to be entered into knowingly. Simple agree- ments can be binding, and as long as you exercise
the benefits of that "agreement," you must meet the obligations associated with those benefits. If
you accept the benefit offered by the government, then you MUST follow, to the letter, each and
every stat- ute involved with that benefit. That "benefit" is the Federal Reserve Notes (U.S.
dollars). By paying for things with U.S. dollars you are unknowingly giving

the States and had very little authority.
2. The original United States has been usurped by a separate and different UNITED STATES formed in
1871, which only controls the District of Columbia and its territories, and which is actually a
corporation (the UNITED STATES CORPORATION) that acts as our current government. The United
States Corpora- tion operates under Corporate/Commercial/ Public Law rather than Common/Private
Law.

The Patriot Act was passed in 2001 from the 9/11 attack upon American. This act was years in the making was shoveled down the throats of the
American people. When did "We The People" give up our liberties in place of safety and security.
I sure didn't and I don't know anyone who will admit they did either.
Under the Patriot Act any American convicted of a misdemeanor is considered a "Terrorist". If you
have ever received a traffic ticket and just paid the fine, you have admitted guilt and are
considered a "Terrorist".
And now the Department of Homeland Secu- rity is attempting to turn every citizen into spies who
are expected to report anything suspicious.
